The MININFRA office is located in Kaciyru, Kigali, in the District of Gasabo.
The name MININFRA is recent. Over the years, the Ministry has had many different incarnations, the chronological list of its names is as follows: - 1962 to 1965: Ministry for Technical Businesses
- 1965 to 1973: Ministry of Public services
- 1973 to 1980: Ministry of Public Services and Energy
- 1980 to 1994: Ministry of Public Services, Water and Energy
- 1994 to 1997: Ministry of Public Services and Energy
- 1997 to 1999: Ministry of Public Services (MINITRAP)
- 1999 to 2002: Ministry of Public Services, Transport and Communication (MINITRACO)
- November 15, 2002 to date: Ministry of Infrastructure (MININFRA).
MININFRA Organisation Structure The Ministry of Infrastructure covers the following sectors: transport; energy; housing and human settlement; water and sanitation; and meteorology.
MININFRA is headed by the Minister of Infrastructure, Hon. Vincent KAREGA; the Minister of State in chrage of Energy and Water, Hon. Coletha RUHAMYA; and Permanent Secretary Marie Claire Mukasine. Both Ministers are members of Cabinet, and the everyday activities of the Ministry are carried out by the organisational units tasked with specific functions, administered by the Permanent Secretary.
In addition to its subsectors, MININFRA also consists of the following departments: - Information Communication Technology (ICT) – tasked with the management of MININFRA’s IT and communications requirements
- Planning Unit – which works across all sectors, and is tasked with programme management, budgeting and planning
- Finance – who manage the financial resources of the Ministry
- Human Resources & Administration –tasked with human resource management and general administrative functions of the whole Ministry, such as recruitment and procurement
- Special Unit - tasked with providing capacity building and technical assistance for all sub-sectors.
