  The mission of the transport sector is to strengthen the institutional framework and capacity of transport institutions and stakeholders in the planning and management of the sector. The objectives are to:
Reduce and control transport costs Assure the quality and durability of the rural, urban and international transport network Improve safety for goods and passengers on the principle modes of transport Increase mobility of the population in order to improve access to essential services, education, and employment Establish a system to ensure sustainable financing of road maintenance Facilitate access to cost effective transport services
In order to achieve these objectives, MININFRA has the following key sector programmes:
1. Development of infrastructure for opening up the country and easing land-locked status
Improvements to existing Kigali International Airport - about to enter the 60% design phase New Bugesera Airport – entering into 90% design stage Isaka – Dry Port Feasibility Study - completed Multinational Railway (Isaka-Kigali/Keza-Gitega-Musongati) - detailed feasibility studies ongoing (DBI final report completed, BNSF report due September 2009) Feasibility study of the navigability of Akagera River - underway Feasibility study of transportation on Lake Kivu - ongoing One Stop Border Posts - Nemba/Gasenyi opened April 2009, studies into further OSBPs underway
2. Development and Maintenance of Road Transport Infrastructure
Paved roads rehabilitation and construction Paved road network extension (planned new constructions) Maintenance of gravel roads
