KIGALI, RWANDA, The Government of Rwanda has officially commenced the construction works for the expansion and upgrading of the Prince House–Giporoso–Masaka Road, a major infrastructure investment expected to improve urban mobility, road safety and connectivity across Kigali.

The groundbreaking ceremony was officiated by Minister of State, Col. Claudien Bizimungu, marking an important milestone in Rwanda’s continued efforts to modernise transport infrastructure and respond to the growing demand for efficient urban mobility in the capital.

The project is being implemented with support from the Government and people of the People’s Republic of China, whose grant is financing the important infrastructure investment. 

The Minister of State expressed Rwanda’s appreciation for China’s continued partnership, describing the support as a concrete demonstration of the strong and longstanding friendship between Rwanda and China.

The Prince House–Giporoso–Masaka Road project covers approximately 10.3 kilometres and includes significant improvements to the existing road infrastructure.

The works will include the construction of interchange infrastructure featuring a flyover and an underpass, as well as the expansion of approximately 9 kilometres of the road into a six-lane carriageway.

The project will also include the construction and improvement of bridges and drainage infrastructure, together with the installation of street lighting.

These interventions are expected to significantly improve traffic flow, reduce travel time, enhance road safety and strengthen connectivity between different parts of Kigali.

The improved road infrastructure will also facilitate access to jobs, markets and essential services, contributing to the continued growth of Kigali and the wider urban economy.

Speaking during the groundbreaking ceremony, Minister of State Col. Claudien Bizimungu noted that the investment comes at a critical time as Kigali continues to expand and demand for efficient and reliable urban transport increases.

He emphasised that the project forms part of the Government’s broader efforts to modernise transport infrastructure and improve mobility within the capital city.

The Government recognises that construction works of this scale may cause temporary congestion and inconvenience, particularly for road users along the project corridor.

Minister of State Col. Claudien Bizimungu therefore called on the public to remain patient, follow designated diversion routes and cooperate with traffic management measures that will be put in place throughout the construction period.

He also urged the contractor, City of Kigali, Rwanda Transport Development Agency (RTDA), Rwanda National Police and other concerned institutions to maintain close coordination to minimise disruption and ensure the safety of road users and the public.

The contract period for the project is set at 30 months. However, given the importance of the road to Kigali’s mobility and the urgency of addressing growing traffic demand, the Minister of State challenged the contractor and all stakeholders to explore opportunities to complete the works in less than 20 months, where technically and practically feasible.

He stressed that any acceleration of the works must not compromise quality, safety or value for money.

“We believe that, through strong coordination, efficient planning, adequate mobilisation of resources and close collaboration among all stakeholders, it is possible to significantly shorten the implementation period,” Col. Claudien Bizimungu said.

He further emphasised that the Government expects the project team to uphold high standards of quality, safety, accountability and value for money, while ensuring that the works are completed as quickly as reasonably possible.

The commencement of the project further reflects the growing cooperation between Rwanda and China in supporting Rwanda’s infrastructure development priorities.

The Minister of State reiterated Rwanda’s gratitude to the Government and people of the People’s Republic of China, as well as all partners who have contributed to bringing the project to this important milestone.

Once completed, the Prince House–Giporoso–Masaka Road is expected to make a significant contribution to Kigali’s urban mobility by improving connectivity, easing traffic movement and supporting economic activities and access to essential services.

The project is therefore expected to contribute to Rwanda’s broader vision of developing modern, efficient, safe and sustainable transport infrastructure capable of supporting the country’s continued urban and economic transformation.
